Town Council Budget Review                                          April 28, 2009

Staff Present: Larry Budreau, George Sioras, Elizabeth Robidoux, and Chief Garone, George Feole, Vern Thomas, Jon Twiss and  Sean Fichera

Motion by: Chairman Metts to move into Non-Public RSA 91-A:3 II-I in regards to H1N1 seconded by Councilor Coyle Vote: 7-0-0


BUDGET REVIEW

Planning

George Sioras stated there is a budget decrease in this department.  Elizabeth Robidoux was present with George for questions.

Motion by: Councilor Benson to reduce revenue #034014 and Item #310 each by $15,000 seconded by Councilor Wetherbee  Vote: 7-0-0

Motion by: Councilor Benson to reduce Item #140 OT by $1,000  seconded by Councilor Wetherbee Vote: 4-3-0 (Fairbanks, Coyle and Chirichiello)

Motion by: Councilor Coyle to reduce Item #625 Postage by $1,000 seconded by Councilor Chirichiello Vote: 7-0-0

Councilor Carney moved the Planning bottom line of $243,409 seconded by Councilor Wetherbee Vote: 7-0-0

Administration

Town Administrator Stenhouse presented highlights of the larger amounts within this budget and the reasoning for them.

Motion by: Chairman Metts to reduce Item#110 by $800 from employee #100588 (no second)

Councilor Carney moved the bottom line Administration of $534,524 seconded by Councilor Wetherbee Vote: 7-0-0

Business Development

Motion by: Councilor Coyle to move to Non-public under RSA 91A:3, II (a) seconded by Councilor Chirichiello Vote: 7-0-0

Councilor Coyle moved the bottom line Business Development of $0 seconded by Councilor Chirichiello Vote: 6-1-0 (Carney)

Health

Larry Budreau gave an overview of the mosquito control program which in calculating this budget he set aside to give an accurate accounting of this budget.

Frank Childs stated in the Town Administrators optional budget one Adulticiding Treatment was to be removed in the amount of $5,150.

Motion by: Councilor Wetherbee to reduce revenue #033595 by $6,250 NH State Reimbursement, Seconded By Councilor Benson Vote: 4-3-0 (Carney, Fairbanks, Coyle)

Motion by: Councilor Coyle to reduce Item #110 Permanent Positions by $14,144 seconded by Councilor Fairbanks Vote: 3-4-0 (Wetherbee, Carney, Benson and Metts) Failed

Motion by: Councilor Coyle to reduce Item # 110 Permanent Positions by $3,000 seconded by Councilor Fairbanks Vote: 7-0-0

Motion by Councilor Coyle to reduce Item #490 Other Property Related Services (Adulticiding) by $10,000 seconded by Councilor Fairbanks Vote: 7-0-0

Frank Childs stated that Finance will make an adjustment on the revenue side and revenue will be reduced slightly.

Councilor Wetherbee moved the bottom line Health of $103,418 seconded by Council Fairbanks Vote: 7-0-0

Police

Motion by Councilor Coyle to move to Non-Public RSA 91-A: 3 II (a) seconded by Councilor Carney Vote: 7-0-0

Chief Garone and Capt Feole gave a brief statement on their budget.

Frank Childs stated reduction in overtime and related costs of $43,499 in the Town Administrator’s optional budget.

Motion by: Councilor Coyle to reduce Item#110 Permanent Position by $128,000, includes rollup in Item #200, seconded by Councilor Benson.  Vote: 4-3-0 (Wetherbee, Carney, Chirichiello)

Motion by: Councilor Benson to reduce Item #140 OT by $37,750 seconded by Councilor Wetherbee Vote: 7-0-0

Motion by: Councilor Coyle to reduce Item #190004 Earned Time by $84,804 seconded by Councilor Fairbanks Vote: 6-1-0 (Metts)

Motion by: Councilor Coyle to purchase Transport Van & Equipment Item #760 Vehicles instead of leasing seconded by Councilor Carney.  Vote: 7-0-0 (Frank Childs stated this will reduce revenues by $33,250 and lease expense by $7,300 , a net adjustment of $25,950)

Motion by: Councilor Coyle to purchase the HAVC system Item #720 Building instead of leasing seconded by Councilor Fairbanks Vote: 7-0-0
(Frank Childs stated this would reduce revenues by $70,000 and lease expense by $15,259, a net adjustment of  $54,741)

Motion by Councilor Coyle to purchase Item #740 COPLOGIC system instead of leasing seconded by seconded by Councilor Fairbanks Vote: 7-0-0
(Frank Childs stated this would reduce revenue by $17,325 and lease expense by $3,777, taxation net adjustment of $13,548)

Councilor Coyle moved the bottom line of Police of $7,990,025 pending flagged items seconded by Councilor Wetherbee Vote: 5-2-0 (Carney and Chirichiello)

Animal Control

Motion by: Councilor Coyle to go into Non-Public RSA 91-A:3, II (a), seconded by Councilor Chirichiello Vote: 7-0-0

Councilor Benson moved the bottom line of Animal Control of $79,000 seconded by Councilor Coyle Vote: 5-2-0 (Chirichiello and Metts)
